Concord is the Cabarrus County seat and its largest city, with business parks close to I-85. When a suite there changes hands, the next tenant often needs a new layout, and sometimes more power. Concord asks about that power early, because an interior upfit permit calls for a Load Data Sheet. Zoning goes to the City, and the building plans go to Cabarrus County.
K & Y Builders is a commercial general contractor in Indian Trail, and Concord is part of our service area. Here we take on commercial upfits for landlords and tenants, plus warehouse renovation for owners of industrial space. We began by developing our own commercial spaces, and we still build for our own portfolio. Call or text (704) 286-6210, and we will look at the job and put the quote in writing.

Concord is growing: the Census counted 105,240 people in 2020 and estimates 114,598 for 2025. The City's economic development page points to business parks with spec buildings and quick access to I-85. In March 2025, City Council approved a spec-building grant for an industrial project on NC 73 at Exit 55. The plan calls for about 400,000 square feet, in buildings of 10,000 to 64,000 square feet.
Smaller users want space too. In 2021, a small-bay industrial park was announced at Pitts School Road and Weddington Road, about a mile from I-85. The announcement cited demand for spaces of 2,000 to 10,000 square feet in that part of the Charlotte region.
Small-bay buildings like these often work as flex space, a warehouse with office space in it. Flex space is mainly what we specialize in, and our past work includes a 23,000 square foot flex building. In flex space construction, we plan the warehouse and office portions together with the site. Our in-house crews and company-owned equipment do the site work and the vertical build.
Concord began in 1796, on 26 acres sold to the newly appointed town commissioners. By about 1900, the City's historic handbook says, textile mills had made Concord a leading industrial town. Inside the City's historic districts, a storefront remodel that changes door or window placements goes before the Historic Preservation Commission.
A 2007 City plan covers Concord Parkway (US 29) and Warren C. Coleman Boulevard (US 601). It looks at retail and commercial demand along those roads, plus redevelopment. Near Exit 49, the City's Boulevards study describes retail around Concord Mills, plus restaurants and hotels east of I-85. It also notes numerous auto dealerships west of Charlotte Motor Speedway.
In Concord's office and commercial districts, a remodel costing 25 percent or more of assessed value brings sidewalk rules. Buildings of 5,000 square feet or more add curbs and gutters. Past 50 percent, the district's full design standards apply, though existing rooflines and wall locations may stay. We check those lines with you before we set the scope of commercial remodeling work.
Two offices share the review. The City of Concord reviews zoning, and Cabarrus County Construction Standards reviews building plans and inspects the work. The City says one application reaches both offices. The City's Plan Review staff answers what a given parcel needs.
The City's zoning clearance permit treats new commercial buildings and interior upfits as separate cases. Each needs a Load Data Sheet for the City's electric engineering staff. The sheet lists the new connected load, such as lighting and HVAC, plus welders and motors.
A business moving into a space for the first time also needs the City's Certificate of Compliance. The fire department inspects first, and the City issues the certificate after that inspection. Cabarrus County Construction Standards inspects the space for the Certificate of Occupancy.
Concord sits in the Pee Dee River basin. The Rocky River and four major streams cross the city, Coddle Creek and Irish Buffalo Creek among them. About 9.6 percent of the city lies in a flood hazard area, and the City closely regulates building there. The floodway part, about 3.2 percent of the city, is unbuildable.
A project that disturbs an acre or more needs a stormwater management plan. So does one that creates 20,000 square feet or more of built-upon area, such as roofs and paving. The City's Director of Water Resources approves those plans. Land near the Coddle Creek Reservoir also sits in a water-supply watershed with its own built-upon limits.
The federal soil survey maps Mecklenburg and Enon soils around City Hall, with clay subsoils that water moves through slowly. Chewacla soils line the creek bottoms and are mapped as frequently flooded. A geotechnical report on the lot guides the slab and footing design. Before any digging, state law requires notice to NC 811 at least three full working days ahead.
