Commercial Remodeling, Upfits and Ground-Up Construction in Cornelius

Cornelius had 11,969 people in 2000 and 31,412 in 2020, by the Census count. Mecklenburg County property records date more than two-thirds of its commercial and industrial floor space to 1990 or later. When a suite near Exit 28 turns over, the next tenant often needs a new layout. The building permit for that work waits on the town's zoning review.

K & Y Builders is a commercial general contractor based in Indian Trail. Cornelius is part of our service area, and we work for the owners and managers of its commercial buildings. Here we take on commercial remodeling of older offices and storefronts, and we build new flex buildings. Call or text (704) 286-6210, and we will look at the job and put the quote in writing.

Cornelius commercial space around Exit 28 and Bailey Road

Much of the town's retail and office space lines Catawba Avenue and West Catawba Avenue, which meet at Exit 28. The town's Highway Commercial district is drawn for corridors near that interchange and Statesville Road (US 21). Jetton Village, a shopping center with its own social district, sits farther west toward the lake. When an office suite on these corridors needs a new layout, that is office renovation work.

County tax rolls list about 200 office condominium units, many along West Catawba Avenue, and nearly 400 warehouse condominium units. Almost all of the warehouse units sit east of I-77, along Bailey Road and the streets off it. Chartwell Center Drive, just west of Exit 28, mixes flex and light industrial buildings built from 1989 to 1996. A bay that needs more office space or a new use calls for warehouse renovation.

Downtown is the town's historic core, along Main Street and Catawba Avenue near Oak Street Mill. County records list about 20 offices there in converted houses, most built before 1950. In July 2026, the town board adopted a 2050 Downtown Master Plan with a redevelopment plan for the core. The town has already approved a five-story building there, with 12,000 square feet of commercial space under 238 apartments.

New commercial projects on Statesville Road and West Catawba Avenue

In 2023, the town approved a hospital campus on Statesville Road. The plan pairs a 282,000 square foot hospital with 90,000 square feet of medical offices. A two-story office building of 25,000 square feet was approved for the same tract in 2021. On Westmoreland Road, a one-story healthcare facility of 20,000 square feet is on the approved list too.

On West Catawba Avenue, a 45,000 square foot office building and two smaller commercial buildings are under construction. Another West Catawba project pairs two restaurants with a retail or medical suite between them. On Bethel Church Road, a five-story building with office space and a rooftop restaurant is under way too.

The town's proposed list includes seven flex buildings totaling 48,000 square feet on Statesville Road. On Bailey Road, the town approved about 195,000 square feet of warehouse space on industrial land. Flex space, a warehouse with office space in it, is mainly what we specialize in. For investors and owner-users, our flex space buildings go up with in-house crews and company-owned equipment.

Road work is changing access to these corridors. NCDOT is building two roundabouts where Catawba Avenue meets US 21 near Exit 28, with completion listed for summer 2027. NCDOT says traffic already exceeds the capacity of Catawba Avenue between Sam Furr Road and Jetton Road. A widening of that 2.7-mile stretch is set to start in winter 2027 to 2028.

Who issues commercial permits in Cornelius?

Commercial building permits in Cornelius pass through two offices. Mecklenburg County Code Enforcement, part of the county's land use agency (LUESA), issues building permits and does all inspections. The Cornelius Planning Department does a zoning review on each building permit, and the county notifies the town automatically.

Applications for new buildings, additions, demolitions and interior upfits all go in online through the county. Each one stays in a deferred status until the town finishes its zoning review. The town's fee list includes a commercial zoning permit and a site plan review for commercial projects. Trade permits, like electrical or plumbing, go to the county without a town review.

Office and retail upfits up to 10,000 square feet can use the county's Small Commercial review. The county's goal is to finish that review within five days of accepting the plans. In Cornelius, the town's zoning approval has to come before those plans go in. Our commercial upfits put both steps on the schedule from the first meeting.

The town's code puts an overlay around the Torrence Chapel Road and West Catawba Avenue intersection. Inside it, all new development and redevelopment goes through conditional zoning. On the town's project pages, conditional zoning runs through four public meetings, from a community meeting to a public hearing. For one recent healthcare project, those meetings ran from December 2025 to April 2026.

What shapes a new building or an addition in Cornelius?

The town's Land Development Code sets design rules for new commercial buildings, down to the wall materials. Outside the Industrial Campus district, at least 60 percent of a commercial building's street-facing wall must be windows or doors. Flat roofs need parapets that hide them from the street. Loading and service areas go to the side or rear.

Cornelius has about 70 miles of Lake Norman shoreline, the most of any town on the lake. Parts of town fall in the code's Lake Norman or Mountain Island Lake watershed overlays. Those overlays cap built-upon area, meaning hard cover such as buildings and pavement. In the Lake Norman overlay, nonresidential sites are capped at 24 percent, or 50 percent with engineered stormwater controls.

An addition or a bigger parking lot adds built-upon area, so that math comes before design. The town's planners invite owners to check the rules for a property before plans are drawn. Around the town center, the federal soil survey maps mostly Cecil soils, well drained with a red clay subsoil. Before any digging, state law calls for notice to NC 811 at least three full working days ahead.

Cornelius FAQ

Questions We Hear Around Cornelius

A few of the questions we hear most around Cornelius. If yours is not here, call or text and ask.

Call (704) 286-6210

Is Cornelius part of your service area?
Yes. Cornelius sits on Lake Norman about 20 miles north of Charlotte, and it is part of our service area. We take on work in the shopping centers near Exit 28 and in the industrial area off Bailey Road. Call or text (704) 286-6210 to talk through the job.
What does a commercial remodel or upfit cost in Cornelius?
The price starts with the size of the space and how much of the layout changes. In a suite from the 1990s, code compliance updates can add scope, and a change of use can add more. Phasing the work around a business that stays open can add time. We look at the job and put the quote in writing.
Does a change of use add steps in Cornelius?
It can. Mecklenburg County keeps a change of occupancy out of its Small Commercial review, so it goes to full plan review. The new use can also bring fire protection work, such as sprinklers, under the state's existing building code. The town's zoning review still comes first.
What wall materials does Cornelius require on a new commercial building?
Outside the Industrial Campus district, the town's code calls for brick, stucco, stone, cast concrete or a similar material. Block and non-vinyl siding are allowed as accents or on walls hidden from a public street. In the Industrial Campus district, the rule covers street-facing walls and adds decorative concrete and masonry. The planning director can approve minor variations that meet the rule's intent.
Can our business stay open during a remodel?
In most cases, yes. We work within your existing footprint and phase the work, so daily operations continue with minimal disruption. Clear timelines and proactive communication keep your staff and customers informed.
